A report ‘Closing the gap between finance and urban climate action‘ produced by CCFLA members ICLEI and Climate KIC provides a gap analysis of TAP projects applications, and a literature review on public finance for climate actions. The report aims at identifying the main barriers for local and subnational climate action to access public climate investment (primarily in the form of funds and loans from multilateral development banks).

At COP21 ICLEI presented the Transformative Actions Program (TAP), a global and ambitious collaboration of 29 organizations, that selected 120 local climate action projects from 87 cities and regions in 41 countries, ranging from waste management and reforestation to ecomobility and low-carbon development.
