ELENA provides grants for projects in energy efficiency and urban transportation, funding techincal studies, energy audits, business plans and legal advisory services, tender preparation, project bundling, and project management.

Assistance Criteria

The program should be at least EUR 30 million and last for three years for energy efficiency projects or four years for urban transport projects. Standalone renewable energy generation projects are not eligible.

Countries

Support

Projects typically receive support equivalent to around EUR 2 million.

Application Process

To submit an initial proposal for funding, contact us directly by email at elena@eib.org and use the pre-application form. If your project meets the eligibility criteria and is selected for full appraisal, the ELENA team will support you during the next steps of the application process, during which you need to complete one of the sector specific application forms. The European Commission will provide the final approval based on our assessment.
