About

FELICITY is a joint initiative between the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the European Investment Bank (EIB) that focuses on measures in the energy, water, transport, and waste sectors. The project supports the development of mitigation measures in cities and municipalities through demand-oriented advisory and support, development of capacities and resources in local administrations, policy advisory on national framework conditions, knowledge management on project preparation, financing mechanisms, and the further development of instruments and methods.

Assistance Criteria

FELICITY uses various criteria when prioritizing which projects to support. Criteria include environmental and social considerations, integration into urban policy and planning frameworks, projected budget and financing costs, the current stage of a project, the type of assistance required, and which existing partnerships and support mechanisms already exist.

 

Support

FELICITY provides support to fulfill international financing requirements (based on EIB standards), which is often related to climate, environmental and social impact, financial modeling, project structuring, and procurement processes. The typical amount of FELICITY’s technical assistance per project is around EUR 350,000 (depending on project needs).
