About

PEEB is a financial and technical assistance facility intervening at both:

  • The country level providing advice and expertise to improve the policy framework as well as the country’s national strategy and capacities relating to energy efficiency in buildings;
  • The project level providing financing and technical assistance to improve the energy and environmental performance of large scale building construction/renovation projects.

In the countries where both policy and project level activities can be provided, the combination of these two levels of activities is meant to spark or encourage a transformation of the buildings sector towards more energy efficiency.

PEEB also promotes energy efficiency in buildings at the international level in international events and by building partnerships with international stakeholders.

Assistance Criteria

The full criteria for each project type is available here.

For any given country to benefit from policy level activities, the country must:

  • Provide an expression of interest to join the PEEB;
    join the Global Alliance for Buildings and Construction (Global ABC);
  • Be approved by the PEEB’s governance bodies;
  • Additional specific agreements or MOUs might then be signed with the PEEB’s implementing agencies

Project level activities require:

A request in the form of a letter or email from the project owner (public or private) to benefit from PEEB support;

  • That the project be of a scale judged large enough to bring about a transformation of the buildings sector in terms of energy efficient building practices that goes well beyond the project;
  • That there is room in the project for improving the energy and environmental performance of the buildings;
  • Ownership of the project level support provided. The project owner must be interested in benefiting from the support. It should not be imposed on the project owner;
  • The project owner is also interested in receiving financial assistance in the form of loans, concessional loans among other financing instruments. This financing assistance can potentially be provided by the AFD Group as part of the PEEB support.

Countries

Support

For both policy and project level activities, technical assistance in kind from GIZ or AFD staff or through consultancies is provided.

The current overall budget of PEEB for policy and project level technical assistance is EUR 8.5 million.

For project level activities, a given project will benefit anywhere from around EUR 10,000 to EUR 500,000 of technical assistance.

The total amount of financing related to the projects currently supported stands at around 1 billion EUR and includes among the main financing instruments, loans, concessional loans and grants.
