The Tamil Nadu Urban Development Fund (TNUDF) was established in 1996 by the Government of Tamil Nadu to finance urban infrastructure projects in the Indian state. It operates as a public-private partnership, providing long-term debt for civic infrastructure without guarantees. Initially formed as the Municipal Urban Development Fund (MUDF), it was converted to TNUDF with contributions from the government and financial institutions like ICICI Bank, HDFC, and IL&FS. Managed by the Tamil Nadu Urban Infrastructure Trustee Company Limited (TNUITCL), TNUDF secures funding from global agencies such as the World Bank, KfW, JICA, and ADB for its projects in Tamil Nadu.

FUND OBJECTIVES

  • Fund Urban Infrastructure projects, which improve the living standards of the urban population
  • Facilitate private sector participation in infrastructure through joint venture and public-private partnership
  • Operate a complementary window, the Grant Fund, to assist in addressing the problems of the urban poor
  • Improve the financial management of urban local bodies enabling them to access debt finance from markets

Assistance Criteria

All categories (Corporations, Municipalities and Town Panchayats) of Urban Local Bodies (ULBs) in the State of Tamil Nadu and Chennai Metropolitan Water Supply & Sewerage Board (CMWSSB) are eligible for financial assistance in the form of loans for implementation of urban infrastructure projects.
