The Making Cities Resilient Campaign, launched in 2010, addresses issues of local governance and urban risk, aiming to support local governments to reduce risk and build urban resilience through the implementation of the Hyogo Framework for Actions (HFA) and now the Sendai Framework for Disaster Risk Reduction 2015-2030. The MCR Campaign will be succeeded by the Making Cities Resilient 2030 (MCR2030) in late 2020. The MCR Campaign, and its successor the MCR2030, are convened by United Nations Office for Disaster Risk Reduction (UNDRR) and is a global partnership with the aim to raise the profile of resilience and disaster risk reduction among local governments, cities and urban communities worldwide. The MCR offers solutions and tools for local governments and actors to identify gaps in resilience and to increase financial, technical, and knowledge-based capacity for development planning and risk management. The tools include, for example, the 10 Essentials for Making Cities Resilient, the Quick Risk Estimation (QRE) tool, the Disaster Resilience Scorecard for Cities and its addendum such as the Public Health System Resilience Addendum, the Disaster Resilience Scorecard for Industrial and Commercial Building, as well as the city-to-city peer review tool. Joining the MCR Campaign and MCR2030, cities become a part of a broad alliance of resilient cities worldwide with access to a range of partners who can support them in the implementation of the Sendai Framework at the local level, and in the actions they take to increase resilience.

Assistance Criteria

The city must demonstrate the commitment by local government leaders to become a member of the MCR Campaign. UNDRR Global Education and Training Institute (GETI) can provide capacity building support on the use of the MCR Campaign tools for disaster resilience evidence-based planning, directly to the city officials or affiliated organizations such as national government, national association of municipalities, academia, CSOs/NGOs or any other organizations that could provide long term support to cities in the planning process.

In-kind support for capacity building workshops, both online and offline, to strengthen local governments’ capacities in establishing the baseline evidence, analyze and articulate the needs and demands required for building disaster resilience, and developing evidence-based planning.
